[ Knowing exactly how compromised the consoles are -- moreso, perhaps, than even the Foreigners realize -- Evandau has opted to use the closed system of the radio for this communication. His voice is terse and obviously strained by events, with no hint of the usual dry precision that he normally carries. ]
Foreigners. I won't waste time reiterating what's going on; I require your full attention, as I do not wish to draw undue attention to this system. Do not use the consoles for any sensitive information; they are thoroughly compromised. This system will suffice for the time being. At this time, I do not have the means or resources to retake the Palace... as you've no doubt noticed, its defenses are being used against us.
The method that Eshai set up to bring you all to Tu Vishan cannot be used outside the Palace of the Landed Sky. For the moment, a backup has been established however it is even more flawed and consumes far more resources and as such, imposes new limits on further arrivals. I am maintaining a warded place for them to be brought into and those who are summoned will be given directly into the care of your Foreigner Welcome Center. For now, you must take care of your own.
[ There's a touch of cynicism when he speaks the name of the establishment (he thinks it's too quaint, to deal with the current state of things) but it quickly is replaced by briskness once again. ]
As such, I am officially designating my replacement for coordinating the defense of the city to Celaunn, a Chihuelan military captain from Atamsichar; her title is Basswood Commander.

Her counterpart will be the leader of the new Foreigner Police Force, Billy Costigan. Some of you have been training under my-- under the policekedan for the last few months but now you will answer to him and he will report directly to myself, in conjunction with the Commander. I expect your full obedience to them for police matters, especially in dealing with the terrorists running currently unchecked in the city.
[ He stops there as though intending to end the broadcast... however after a moment, he imparts one final piece of information which he feels that, despite everything, they have a right to know. ]
One other thing: I have not been able to speak with Asti since the morning of the explosions. I have no further information than that.
