That is a very good question, and one I have considered in great depth on several occasions.
There appears to be no set pattern as to the who, what, when, where, and why. It is my assumption that the collection of individuals can only be described as random and uncontrolled, which would account for the large discrepancies between worlds as well as timelines. It would also explain why there are multiples of certain individuals, but not others.
