He also can't imagine making any other choice. These other turtles aren't his brothers, and it's true he doesn't strictly know them, or their skill-sets or how reliable they are when push comes to shove or a million other things but... they're turtles. Not just any turtles, but turtle brothers affected by mutagen and raised by a sensei. That counts for something, and exactly why or how is beyond Leo's ability to explain, but it still counts.
There might be friction between certain team members, but that's a logistics issue. Leo figures that if it becomes necessary to have both Raphaels in the same space, they'll cross that bridge when they come to it.
