I haven't had to deal with something this big before, but last time I did, it came from an asshole with a lot of power trying to destroy the world. Right now? It seems a hell of a lot less deliberate and more like moron who's trying to work with magic way above his level.

it might not be deliberate at all. could be tu vishan doing it on accident if he's still recovering, or the transport spell going haywire. we don't have any foreigners with psychic powers on this level unless they've been really really good at keeping it quiet.

if it's someone messing around with magic they don't understand, it's probably the cultists. especially if it's targeting foreigners. then we'd have a problem. even if they don't know what they're doing, they are still assholes trying to destroy the world.

don't suppose you've got any handy research lying around that might help? since you said you've dealt with something like that before.
