It seems that the Emperor searches for those who are at least familiar with the supernatural or extraordinary, as you refer to it. Certainly there are some who come from places where such things don't exist, but I would say- though with the caveat that I haven't done any formal studies of this- that that is not the norm.

[He smiles faintly.]
