VIDEO || Javert wastes zero time
[A man whom the citizens of Tu Vishan might have glimpsed on occasion fixes a piercing, sharp gaze into the feed. The man is incredibly neat, uncharacteristically clean-shaven, and stern almost to the point of lacking any emotional inflection.
--Save for an unusual trembling tic in his lip when he speaks, and the slight off-center tie of his neck scarf. That indicated, to anyone close enough to be familiar with his habits, that some tremendous excitement boils within him. A hunger sparks deep in his pupils. He speaks at last after a few moments' pause, as if to let the gravity of his expression sink in, and his tone is curt, blunt, and commanding.]
I am looking for any man or woman interested in the case of the recently slashed Madame Emperor.
Who is working on it immediately? I have got the precinct local dossier; so do many of you. But I am sure there are people that have seen more than that. I tell you now to come forward, do not keep it quiet. It is a useless waste to keep the investigations separate. Let us pool the evidence and put our skulls together.
My name is Javert. I am somewhat familiar with kedan police policies, I have spent some time with them. You must call for me quick. I will speak with any that have got something to add.

[He isn't exactly a trained investigator, but he is a trained spy. His memory might be useful, at least.]

Hurry up, then. I will wait for your thoughts. You may contact me here, or you will find me in the Earth Sector for face-to-face talk.

I am better accustomed to small teams. [He grasps his chin and gives it a scratch.] Yet in this matter, I suspect the more trusted eyes we have got, the better.
[And now Una is faced with an expectant, leading silence. Convince him that you can be trusted, Una.]

This would not be the first time I've assisted in matters affecting the inhabitants of Keeliai.

[Javert's brows contract. Is that supposed to convince him? References may help. Or specific actions. That said, he does have a task in mind for this woman. Low-risk ways of giving new potential staff a chance to prove themselves is better than wasting time on too much conversation.]
You want to be useful, yes? Here is something that you can do: canvas the Fire and Water sectors. There are thousands of people and a handful of us. Fire is closest to the palace. Someone must know something.

You suspect one of our own? [She does. She also suspects Evandau, though present circumstances suggest it would be less than prudent to mention it to just anyone.]

Did I imply that too plainly? You are in sharp form.
[A tight smirk.]
The method is too straight. Too crude. It is not to His taste.

I have it here. The damn thing is too thin. Nothing of the circumstances, nothing of the guards stationed, nothing of the security measures in place. [He adds wryly,] Information from the public first. I will not gamble on a missing knife to fall into our palms too soon.

[Javert bends forward into the feed here, ever-so-slightly, with meaning.] Yet we must not get our trousers in a knot about this. We question, we search. Let that lead us to the palace grounds. If our man is there.

[She nods.] You're right, of course. Might as well canvass the foreigner population in the meantime.

Did you get a copy of the dossier?

Not that she'll give up on it at all.
She shakes her head minutely. ] No, I haven't. I do have contacts in some of the, ah, less savory of the populace. I'll start asking around and see what they can give me. If it was a native, someone will know something.

If we're looking for the same suspect, then he's a man between 5'10-6'3" and lean. He had the foresight at the time to disguise himself. During the week when people switched powers, genders, and ages, he had the abilities of someone named Kon-El.
[private video]
He selects his words with deliberation.]
Yes, it seems I recall that week, [murmurs Javert first. He himself had a horrid time of it, learning to navigate lycanthropy for a full week. Thank whatever God in Heaven above that did not last. He raises his voice to a commanding tone.] Worth tracking this cutthroat, even if he is not the same. What makes you say so? His methods?
Crapola. That should have been Jor-El, not Kon-El. Sorry about that!
But she, too, chooses her words carefully. She doesn't seem bothered by his tone - again, previous experience with Nick Fury has made her nearly impervious to such things, but she's aware that there is very little evidence to go on here. ]
The knife work is the first indicator, yes. And his methods, if you could call them that. He disguised himself to kill his last victims. He adapted quickly to an entirely new skill-set.
We're dealing with someone who may have killed seemingly at random but nonetheless put forethought into the attacks. His adaptive abilities and the lack of evidence shows him to be of, I would guess, above-average intelligence.
I suspect that after the last kills, he was hungry for more. The Emperor might have presented a challenge he thought might be worthy of his skill.
Last time, he killed two people in a week and attempted to kill another. We need to prepare for the possibility that he'll kill again, and soon.
I'm currently interviewing suspects to remove more who can't have done it. You're still on the list. What happened to you the week people switched abilities, sexes, et cetera, where were you last night, can I get your height and weight, and who can verify your answers to any of the questions?
[ It might be wiser to space the questions out more, but she doesn't have time. So she'll just be rude and tactless. ]
video;
Inspector. I can't offer much in the way of investigative skills [Bruce, you cad] but money's no object when it comes to figure this out. If you need wages to pay for a team, or supplies or equipment, I'm happy to cut you a blank cheque.
audio;
I've received no more information than the others, Monsieur. Do you possess a copy of the local penal code?
