[ A cheerful young man watches the video today. It might be a little harder to tell, video instead of in-person, but his hair is shining silver and eyes a confident gold. ]

... but fish come to the surface once in a while, too. Or is that just a river thing, eating bugs that rest too long on the surface?

Otherwise, I assume some sea-faring life comes to the surface. Mammals, and whatnot. I'm not really an expert.

Ruling a country is hardly something most people would call 'boring'.

His surprise is a single blink. Okay then, he hadn't realized that large amounts of paperwork could pin him down as a king. Of course, it might have a little to do with how he's dressed too. He should hide the pin and cloak, maybe a layer or two? ]
It is when working five days straight doesn't clear the paperwork from your office. [ Lets avoid the topic of assassins and his terrible subordinates, and nobles who hate his guts. ]

Paperwork isn't the sort of thing you can clear. Stop trying to do that, and you might find it a little easier to get help.

If you have that much paperwork, you're not delegating properly and should probably see someone about your control issues.

Sion's smile is a bit... Well, there's problems with that idea. ]
See, that's where I also run into problems. I don't want someone doing the paperwork just to make me happy. I'd rather whoever takes it on would do so toward the goals I've made clear for the country? [ Is that even the way to say that? he stops and thinks about it for a moment. ] ... I want their morals to align with mine? But the ones I'm certain about being rather close, they're busy with other jobs? Or they do things when stressed I would rather not have to clean up after....
... or they'd see a problem and decide to take care of it by killing all involved? That's also a problem.... So I have to carefully pick people who wouldn't also delegate? Ah, that's control issues, isn't it...

[Seriously. So many issues there Solomon isn't even going to touch. He's not a bloody psychologist. The fact that boy phrases everything as a question doesn't exactly help.]

Oh, definitely. Even if I can manage to get things under control, stop the infighting and even delegate paperwork properly, there's not much we can do against the war that's coming. When a country so small that it wasn't even on our maps conquers the one the same size as five of the southern ones...

I'd like to say, the country was a mess when I got to it.
[ It's still a terrible mess, but that was, as he was learning, something to do more with the location and the world and... too many gears, turning and grinding what they don't need. ]

[Was he about to cry? Please don't let him cry. Solomon wasn't terribly good with crying young monarchs who had apparently helped their nation on the road to destruction because they were terrible at the 'monarch' part. The man wasn't even objecting to Solomon's accusation of being a terrible ruler, for God's sake. No pride left in this one.]

It's slow. Expanding medical knowledge takes time, as does expanding schools so that everyone can have a chance at it.
[ His chin is in his hands tho, and he does sound a little more confident this time. ]
It's safe to walk the streets at least. Well, about as safe as here - mugging and maybe some street harassment will still happen, but there's no worry that your wife or children won't come home because some noble took a liking to them. I've gotten them under that much control, at least.

Improvements. I'm sure your citizens will feel terribly happy they had a bit of time with schools and safety from muggings after the invasion.
[To be fair, Solomon does realise the situation is certainly more complicated than that. But it doesn't sound like the young man has a very good grasp of his allies and confidants, let alone how to monopolise on the people he claims to educate. A nation doesn't thrive at the hands of one man alone.]
