Know many people versed enough in TCP/IP configuration, and setting up network hub switches with no phone line?

Well, I heard of someone who worked on the encryption network for the consoles in the first place. I'm not sure if he's still here or not, but it might be worth looking up Tony Stark. You might have to think outside the box for a network hub; we have a network already. What about piggybacking onto that?
