[The screen lights up to show Valdis and Pepper. They appear to be in the Hotel and Pepper is grinning from ear to ear.]

Recent events have shown that Tu Yunxu is struggling as a leader; but, if I were to be blunt, the Snakes were never a force that operated in the interests of the kedan themselves anyway and there is a power vacuum forming in our city.

[Valdis' voice is calm, and while she isn't smiling, there is an amused glint in her eyes.]

For the past few months, I have been in contact with several of the gangs in the city. Some of them have agreed to an alliance of sorts, meaning that they wish to help fill this power vacuum with a legitimate Police Force that operates in the interests of the kedan and their laws.

[The laws part was a bit more difficult, but Valdis trusted that things would work out. She had spent quite a bit of time looking at the ones she could find.]

This Volunteer Police Force would be comprised of foreigners and kedan, working together for the good of the city that we live in. Though at first we will rely on donations and the goodwill of the public, I am hoping that the eventual government will be able to set up proper wages and equipment for their protectors.

[Valdis hadn't had to think long about this next part and Pepper had agreed wholeheartedly.]

I believe that it is important that no single foreigner be the head of this establishment. We cannot guarantee that we will always be here and stability is key for success. For now, myself, Pepper and Gene will be co-heads as we try to find a qualified leader from among the Kedan.

[Hopefully she and Pepper weren't wrong about Meisheng.]

That said, we are looking for volunteers to aid us in our endeavors.

Essentially. Police are the ones who enforce the laws of a government and protect the people.

This would include investigating thefts and assaults as well as providing escorts and going on patrols.

I'm all for protecting the people, but which government are we serving? If I understand the premise correctly, if we're not on someone's ledger, then we might as well be another gang.

That's the hard part. You see, I was going to wait until there was more of a system in place, but the recent events I mentioned have made it difficult.

[It's a dilemma to be sure, but she's not going to let it deter her.]

And we will be operating based upon the laws that we have found in the surviving records, not the whims of a single individual.

[irishthor]

And I'm assuming that you've got agreement from the remaining kedan with power? The Merchants? The Metalworkers?

[He doesn't mean to pick apart the logic thread entirely, but he needs to know what he's getting into before signing on for anything.]

And is there a consensus on the laws we'll uphold? Is there a system where we can be held accountable? If so, who governs that system?

[Because someone always needs to take the fall when things go south.]

[She sighs]

I'll be the first to admit that this isn't ideal, but my contacts were going to do something on their own and now they are unified under a cause.

[Sometimes you had to move before things were perfect and the chaos of multiple groups acting on their own was far less helpful than one large group.]

And there are many kedan who are not within the families. Who speaks for and protects them?

At the moment? No-one. [He admits that.] My question wasn't for the major families' protection, but to guage how likely it is they'll resist.

[Someone swanning in and trying to take power? There's going to be some resistance.]

As I said, I'm all for this idea. People need protection, need safety. I just need assurances we're not going to become part of the problem if I put my name to this.

They didn't resist the Snakes and we are not the Snakes.

[There was potential there, to be sure, but she wasn't expecting anything more than perhaps a token resistance.]

We aren't here to take power, or force our way into the familial politics. We are here to protect the rights of the people who don't have a voice as well as the ones who do. Our goal is the stability and protection of Keeliai, nothing more and nothing less.

[She wasn't sure why people would argue with that and her people were willing to work with others to make that goal a reality.]

If the Metalworkers, Woodsmen and Merchant's guild are against that, then we have a bigger problem on our hands.

How can we protect if we don't have power? That's the crux of this issue.

[redlightgreenlight]

We don't have power yet. However we can still prepare for the moment when we do and hopefully that will be soon.

[irishthor]

[A grunt as he considers this.]
