[The screen lights up to show Valdis and Pepper. They appear to be in the Hotel and Pepper is grinning from ear to ear.]

Recent events have shown that Tu Yunxu is struggling as a leader; but, if I were to be blunt, the Snakes were never a force that operated in the interests of the kedan themselves anyway and there is a power vacuum forming in our city.

[Valdis' voice is calm, and while she isn't smiling, there is an amused glint in her eyes.]

For the past few months, I have been in contact with several of the gangs in the city. Some of them have agreed to an alliance of sorts, meaning that they wish to help fill this power vacuum with a legitimate Police Force that operates in the interests of the kedan and their laws.

[The laws part was a bit more difficult, but Valdis trusted that things would work out. She had spent quite a bit of time looking at the ones she could find.]

This Volunteer Police Force would be comprised of foreigners and kedan, working together for the good of the city that we live in. Though at first we will rely on donations and the goodwill of the public, I am hoping that the eventual government will be able to set up proper wages and equipment for their protectors.

[Valdis hadn't had to think long about this next part and Pepper had agreed wholeheartedly.]

I believe that it is important that no single foreigner be the head of this establishment. We cannot guarantee that we will always be here and stability is key for success. For now, myself, Pepper and Gene will be co-heads as we try to find a qualified leader from among the Kedan.

[Hopefully she and Pepper weren't wrong about Meisheng.]

That said, we are looking for volunteers to aid us in our endeavors.

Essentially. Police are the ones who enforce the laws of a government and protect the people.

This would include investigating thefts and assaults as well as providing escorts and going on patrols.

I'm all for protecting the people, but which government are we serving? If I understand the premise correctly, if we're not on someone's ledger, then we might as well be another gang.

[This isn't a complete surprise, because Xuiyu does actually have a few of those 'gangs' on her payroll. Still irritating, though. It's as if the Foreigners haven't noticed that the kedan have been making their own overtures to the same thing.]

So ... Just wondering. When are the other family heads going to be approached about this? Just saying, seeing as Yunxu isn't the only leader around here. 'Cos I know for a fact no one's approached me about developing a justice system. Don't remember Aroyan mentioning it either, and to be fair to the man, he prattles on about everything.

[Not that this is a bad thing. Xuiyu does, in fact, like Aroyan and his prattling.]

I am not prepared, or qualified, to create a Justice System. I only wished to state my intent and express a willingness to aid in such endeavors.

[That's the diplomatic, and truthful answer, but it's not like she doesn't know you have gangs on your payroll, Xuiyu.]

What kind of resources are you looking for, exactly? I mean, aside manpower. That's kind of an obvious one.

Right now, we are mostly looking for detailed maps of the city, various sorts of supplies, from protective gear to weaponry and we need a building, but we are going to discuss that with Aroyan.

Yet, he couldn't be completely different. Her Dante had been kind, strong and skilled, this man had to have similar qualities.

She realized that she was taking far too long to answer and quickly hid the shock that she was certain had been on her face.]

Our goal isn't violence, but there is a possibility that someday it may come to that, against the cultists or the Chuhuelans or some other enemy.

I know little about this city, but I know a thing or two about human nature. Don't you think it might be overly optimistic to think the kedan will accept to be ruled by Foreigners, and later by whoever they install? In my few weeks here I gained the impression we aren't very popular.

Rule? I have no plans to rule and I won't be entirely responsible for choosing whomever eventually replaces me.

Besides, a cooperative police force, with both kedan and Foreigners working together, is far more likely to succeed than one made of just foreigners, or one of just kedan.
