[The screen lights up to show Valdis and Pepper. They appear to be in the Hotel and Pepper is grinning from ear to ear.]

Recent events have shown that Tu Yunxu is struggling as a leader; but, if I were to be blunt, the Snakes were never a force that operated in the interests of the kedan themselves anyway and there is a power vacuum forming in our city.

[Valdis' voice is calm, and while she isn't smiling, there is an amused glint in her eyes.]

For the past few months, I have been in contact with several of the gangs in the city. Some of them have agreed to an alliance of sorts, meaning that they wish to help fill this power vacuum with a legitimate Police Force that operates in the interests of the kedan and their laws.

[The laws part was a bit more difficult, but Valdis trusted that things would work out. She had spent quite a bit of time looking at the ones she could find.]

This Volunteer Police Force would be comprised of foreigners and kedan, working together for the good of the city that we live in. Though at first we will rely on donations and the goodwill of the public, I am hoping that the eventual government will be able to set up proper wages and equipment for their protectors.

[Valdis hadn't had to think long about this next part and Pepper had agreed wholeheartedly.]

I believe that it is important that no single foreigner be the head of this establishment. We cannot guarantee that we will always be here and stability is key for success. For now, myself, Pepper and Gene will be co-heads as we try to find a qualified leader from among the Kedan.

[Hopefully she and Pepper weren't wrong about Meisheng.]

That said, we are looking for volunteers to aid us in our endeavors.

[ Well, so much for the current state of chaos General Hux had been hoping to take advantage of. To throw your lot in with what might become a new power in town, or stand against them, or just wait for the dust to settle? It'd be easier to say if he weren't painfully new and lost trying to comprehend the turtle's politics.

I know little about this city, but I know a thing or two about human nature. Don't you think it might be overly optimistic to think the kedan will accept to be ruled by Foreigners, and later by whoever they install? In my few weeks here I gained the impression we aren't very popular.

[Valdis lifts her chin, an amused glint in her eyes and a small smirk on her face. She's been here awhile, kid.]

Rule? I have no plans to rule and I won't be entirely responsible for choosing whomever eventually replaces me.

Besides, a cooperative police force, with both kedan and Foreigners working together, is far more likely to succeed than one made of just foreigners, or one of just kedan.

[ Oh, he notices the smirk, and bristles a bit. But not much he can do to call her out on it, not without looking childish anyway. ]

Well... if you say so... I don't think order is so easily enforced. The natural state of the galaxy is chaos, and to enforce order on it requires more strength than a cooperative police force in most places I have seen.

But I wish you good luck. I have no intentions to make an enemy of the police chief.

[His bristle is noted and she files his reaction away for later recall. The kid must have a temper.]

That's probably wise of you.

[She's not going to argue about chaos versus order right now, but the boy must not have seen real chaos if he thinks the current state of the city is chaotic.]

But don't assume that just because the force is cooperative that there isn't strength in it.

[ Indeed. If he knew she thinks of him as a mere boy she would be guaranteed to see that temper of his. ]

Are you saying that you would force your will and your ideas of justice onto others then? Isn't that what a show of strength amounts to?

There are many kinds of strength.

[She lifts a brow]

But what you speak of is not one of them.

Whatever you say. I will put that down to you and I having very different experiences with strength... and with people enforcing justice.

[ Yes, we have gotten to the condescending step now. ]

You think age guarantees wisdom? I've yet to see evidence of that.

If you are that old, why do you still bother to instil order here?

Because I simply adore a challenge.

[And what better challenge than for a creature of chaos to create order instead?]

So in other words, you are extremely bored.

I don't know, but it's unlikely I would build a police force. Don't you have greater power to seek?

I am a greater power, why would I need to seek more?

Because there is always someone stronger than you, and they will destroy you if they get the chance.

But I have friends now who won't let that happen.

[ He makes a soft "hm" noise. ]

And you would trust these friends of yours to protect you even against powerful enemies?

They already have.

[Anton, Wan, Erskine, Raine and even Bakura had come to her defense against her worst enemy, the only one she had no way to defeat.]

So I possess no reason to doubt them now.

[no_light]

[ He gave a small smile, but it was icy. ]

You can consider yourself very lucky then... if, indeed, you trust them.

You doubt me?

[The very thought was highly amusing to her.]

I doubt everyone, and loyalty most of all. People are by nature selfish.

[redlightgreenlight]

Perhaps.

[This is obviously a waste of her time.]

I take it you aren't interested in joining then?

[ He hesitates for a moment. Steady work by using his lightsaber, presumably pay... But to serve another master, no matter how well-spoken she was... ]
