As you may know, Mr. Wayne recently brought the idea of a foreigner-lead council up again. This was something I was working on before my untimely disappearance, and I agree that it is a good time to try again. I am in full support of this idea, and the current proposal was one representative from each sector if we get enough volunteers.

I understand some of you have concerns with the idea of a council, so if you have any questions don't hesitate to ask. Now more than ever I think it's important that we are adequately represented.

...As well, it has come to my attention that certain events have recently transpired involving my brother. Noatak - or Amon, if you know him by that name.

As some of you were not present for my last warning on the subject: I strongly advise anyone to refrain from getting involved in his affairs. He is extremely dangerous, no matter how he acts. As I said, I am his brother, and I am certain I know him better than anyone else here. He is a bloodbender and he will not hesitate to destroy you if you get in his way, no matter who you are.

I can't stop anyone from getting involved with him, but please use caution.

And what has this Noatak or Amon done that makes him so dangerous?

It's difficult to explain outside of the context of our world, but he essentially intended to overthrow current society and take away the bending - the 'powers', I suppose - of people who possessed it, and would do so through violence and fear.

He's also a bloodbender. He can control the blood in someone else's body. I'm...a bloodbender as well, it runs in our family, but he is skilled to the extent that he can bloodbend someone just by looking at them.

[See the problem with politicians is Kyle's actually not sure if Tarrlok is telling the truth because it's the truth, or for his own agenda, or just outright lying. The 'not by choice' bit does quell his temper considerably. He settles for a neutral sort of indifference. An academic inquiry, if a little sharp. The whole manipulating people thing? Is a bit of an issue with him.]

He intended to overthrow society as we know it, and if what he says is true, then he may as well have murdered me because I have nothing left to go back to.

And I am his brother, the only other person who understands what he has been through, the only person in the world who could have possibly forgiven him and helped him if only he had come to me. He ruined me without second thought - he will do the same to anyone else if it is convenient.

A council has no real jurisdiction without the backing of a legitimate power; regrettably in our scenario, the only power here is an Emperor who could care less. Merely a warning— I went to her with nearly the same request only to be scorned and turned away.

[ a pause, as he puzzles out what the deuce a bloodbender could be. ]

I think it is of value to show her that we have the ability to organize ourselves productively.

And if you don't get in his way, he might leave you be. But mark my words, he's ready to make an example of you at the slightest provocation.

These are grave accusations indeed, yet they are lacking in detail and proof. [He isn't entirely sure he believes them, but he does take them seriously. He likes Amon, but he isn't going to let affection blind him to someone dangerous.]

Have you any evidence these dangerous acts have continued here? I have not. If you speak of the protest in Atamischar, he was not the only one involved.

I saw him bloodbend a kedan the first day I came back here. All of my discussions with him prove he hasn't changed his ways. I know him.

My brother seems to have allies, so it may not be as obvious as you think. [He really thinks that Noatak being untrustworthy is completely obvious though, so he won't disagree on that.]

I don't intend on giving up simply because she has been unreceptive to us so far. At least if we prove we can organize ourselves, we may have more control in matters such as the rationing in the future.
