As you may know, Mr. Wayne recently brought the idea of a foreigner-lead council up again. This was something I was working on before my untimely disappearance, and I agree that it is a good time to try again. I am in full support of this idea, and the current proposal was one representative from each sector if we get enough volunteers.
I understand some of you have concerns with the idea of a council, so if you have any questions don't hesitate to ask. Now more than ever I think it's important that we are adequately represented.
...As well, it has come to my attention that certain events have recently transpired involving my brother. Noatak - or Amon, if you know him by that name.
As some of you were not present for my last warning on the subject: I strongly advise anyone to refrain from getting involved in his affairs. He is extremely dangerous, no matter how he acts. As I said, I am his brother, and I am certain I know him better than anyone else here. He is a bloodbender and he will not hesitate to destroy you if you get in his way, no matter who you are.
I can't stop anyone from getting involved with him, but please use caution.

And I am his brother, the only other person who understands what he has been through, the only person in the world who could have possibly forgiven him and helped him if only he had come to me. He ruined me without second thought - he will do the same to anyone else if it is convenient.

[Well, this is all rather dramatic, isn't it? And it is Javert's understanding that this brother was the one to pull the trigger for their deaths. At least Javert was always in for solving a good, juicy mystery, his brow furrowing in thought the more he listened to Tarrlok's earnest voice.]
Fascinating as I find all this gossip, I don't care about family feuds, none of that! That is your thrilling business. What interests me is whether he is a threat to public safety currently. [And whether you are. You are a veritable Man-Who-Cries-Wolf, Tarrlok. Let's face it.] What recent events do you mean?

All are indications that he hasn't changed one bit from what he was like in our world, and what he was there was a menace.

Indeed, the mask is a joke. Unless he is fashioning himself as a year-round carnivale reveler. That would be a sight!

He lived, but my brother tried to hide from me when he saw that I had witnessed it. He knew he was doing something wrong.

['He lived.' Another thing to keep in mind! That doesn't quite answer his question, Monsieur Politician. Javert mentally files it away as a curiosity, since it seems reasonable to assume injury occurred, but chooses not to press the issue immediately. There's another matter that interests him, anyhow.]
You mention M. Wayne. Are you working directly with him now? To create this council?
