Ah, yes. It is a very long story, but the universe I come from has a parallel universe that is comparatively close to it, and people are able to cross from one to the other.

With the right technology, yes. Well, some few can accomplish it by way of a certain drug I and a friend invented called Cortexiphan, but those are unique cases compared to being able to just walk through a portal. It's extremely dangerous though!

They use it... well, we have witnessed them use it on a few occasions in the last few months before I was... removed, shall we say. But that was presumably after a long period of dormancy. The people who use the technology are also the ones at the greatest risk of using it, so they would rather not overuse it.
