In terms of abilities, yes. Their rings are powered in a manner similar to those of the Green Lanterns. However, Green is the embodiment of willpower, while Red is powered by Rage. Anger. Hatred.

Are Green Lanterns more prevalent, or is the presence of so many of them in Keeliai and none of any other colors just a coincidence?

I am sorry, but given the unique circumstances surrounding the presence of not only each Green Lantern present, but their individual worlds of Origin, I do not possess enough data at this time to accurately or honestly respond to your inquiry at this time.

However, with few exceptions, I can say that it is a positive thing that Green appears to be the most strongly represented color.
