Radio: Private to Foreigners (Forward dated to the 14th)
The Justicar believes believes that we are beneath her, that we are inferior. She believes that we will submit to her will and will make no move against her or her people. She is, in part, correct. As a whole we should not do anything that openly opposes her.
[Her voice is cold, even and completely devoid of emotion.]
However, I will not stand by while these invaders dishonor their dead. These executions on our soil are bad enough without this blatant disregard for the sanctity of the soul. Something must be done. I am certain that some of you will agree with me, just as I am certain that some of you will try to dissuade me.
[A deep breath]
I plan to give these people a proper burial, because no matter what they did while they were alive, they still deserve that.

private to just Valdis;
[He's not trying to talk her out of it, exactly. It's good to see someone trying to do something. But the lack of emotion in Valdis's voice is an instant red flag, and if Skulduggery can encourage her to think logically about how she's doing it, he might actually get somewhere.
As deplorable as the executions are, Skulduggery's turned a blind eye to far worse. Sometimes the ends are more important than the means.]

[ Excuse him. His fuse is just shot; the Justicar did wrong, but this is the opposite of helping it. He does, however, take a deep breath to calm himself. ]
Sarcasm doesn't become this kind of situation. Ignore that. This is not the hill to die on, Valdis. Respect the dead, of course, but don't take for granted the living that are still here before that.

What gives you the right to decide for everyone in this city that crossing a woman willing to start a war is worth it?
[China's as tetchy about the enforced authority as anyone; she never has taken kindly to orders. But there's a time for everything, and this, so far as she's concerned, is not it.]

Audio;
But you're right in one regard. The bodies absolutely cannot be left to sit. Even without the moral quandaries, they present a risk for disease, especially in this heat.
I will speak with the Justicar on the matter. Perhaps she will see reason.

Why'd they have to kill 'em in the first place? What'd they do to deserve that?
I just... I don't understand. There had to be a better way!

If anyone has the right to kill them, it is the Kedan, but as to the Justicar's motives? I do not know.
