Yes. And as plans go this one is morally bankrupt, but I said I wanted to eradicate the Red Mist.
So if you must know, this is just phase one with the ultimate goal of taking their strongest weapon out of play.

You speak as if half the Foreigners keep to what you'd think of as traditional morals. [Gene's filed for Chapter 11 moral bankruptcy at least three times. His moral credit rating is in the toilet.]
Depending on how badly this backfires, if it does, a lot of kedan will die. [Gene has a lot of experience with plans blowing up in his face and innocent people dying. He doesn't want that to happen again.]
