And I really doubt we're gonna get any help we don't make people give us. So, I say we figure out who all's responsible for actual attacks on people and turn 'em over to the guards. Then they pretty much have to something, right?

And seriously, does anybody here know how to read this language yet?

Assuming the attitude is limited, which, by the way the kedan are directing their children, it isn't very. Or that the guards are interested.

I'm sure the attitude isn't limited. But the actual violence is, so far.

And the guards may not care enough to pursue it, but I'm betting if we have proof they're ignoring this they won't keep doing it for long.

If the Emperor and the Commander are interested in changing the attitude, they will act on that in their own time. If they are not, no amount of evidence we provide will make a difference. And the Commander's hold on the law enforcement here seems rather close to absolute.

Yes, but not everyone is, and at any rate it is the principle of the matter: even if they do not attack us outright, they are more than capable of making life difficult for us in a great many other ways. It is already harder to find kedan who will sell me spices at at anything less than an exorbitant rate.

It is much harder than any language I have learned before, and Lieuen is charging a great deal for it, but very soon I think I will be able to offer translation services of my own, and then we might begin to make some headway on the history of this place at last.

The guards don't have to do anything if they're on the side of their own. Good luck finding a guard who isn't a nationalist loyal to their ruling class. Even more reason for them to allow the people to blame us rather than their Empress.

Look, I'm not saying they like us. They're not even trying to pretend that. But they need us, and they'd probably prefer the streets not to be full of brawls every day. I think if we do enough of the work for them they'll chip in. [Ava's voice implies she's said this a number of times before, but it also has that teacher's pet quality that suggests she takes pleasure in giving lectures.]

That's assuming that they dislike us for a reason and not just because we're foreign and different. It's often easiest for the majority to blame all their problems on those who are different from them instead of looking for a real reason. [That's how it worked in Atlantis, at least]
