It's... not technology. It's a sort of magic. If you don't believe in him, that he can exist as what he is, then you can't see him.

As I said, he is the physical embodiment of Winter. Unless you accept in your mind that someone can be that, he is invisible to you.

What you are describing is...highly illogical.

If he possesses a physical form, then I do not understand how--without the use of a cloaking device--it is not possible for any individual with proper ocular sensory receptors to be able to detect his presence.

In terms of abilities, yes. Their rings are powered in a manner similar to those of the Green Lanterns. However, Green is the embodiment of willpower, while Red is powered by Rage. Anger. Hatred.
