Hello, my name is Jacob Kane. [ It looks like Cain is in a kedanese shop somewhere. He waves for the camera, makes sure not to jostle the cup he has by his elbow. ] What I'm going to say is specifically meant for the foreigner population of Keeliai, but in the interest of transparency I'm bringing this up on the public network. There's no point in the suggestion at all if we do anything in secret. That said...

We need some sort of system. No, I'm not talking about government or laws or enforcement thereof, but any type of accountability we can agree to. With the current state of things, it's just not feasible for us to keep acting as individuals — whether or not we have anything aside from our status as non-natives in common, we are a group all on our own and I honestly believe we'd all benefit from having something put into place that would keep us from imploding and possibly taking innocents with us in the crossfire.

Now, at this point, all I really ask is that we discuss it. Ideas, suggestions, thoughts and feelings on the matter. Just to collate how we feel as a whole before maybe organizing a meeting in person to go over finer details. Even if you haven't been here long, or don't believe in the idea of a system, I would like to hear why so we can try to address any issues.

If nothing else, we'll all learn something from the exercise, right?

So, what, like... A council?

[It's not a bad idea, but Tony looks skeptical.]

The foreigners have been here for a long time, and we've never been very organized. The kind of people the spell seems to pull aren't usually people who... organize well.

[Lots of lone wolves and loose cannons. Getting the foreigners to act as a unit is a quintessential example of "herding cats."]

Like the kedan Families. [It's certainly occurred to him that the foreigners are a rough political equivalent to the families. A slightly more formal arrangement would probably be good for foreiger-kedan relations.]

But if it's just an 'option' - what's the point if it's opt-in only? How are we going to enforce anything?

[Still skeptical.] How can we have accountability without enforcement?

I mean, the foreigners already look out for each other, even though there's not anything official set up. Setting up something official is a good idea, but what is it that you want to set up? What's your game plan?

[Tony needs something more concrete, Cain. A framework, a five-step plan, a flowchart, anything. He doesn't do well with abstraction, unless it's in higher mathematics.]

I guess... that makes sense. The kedan would trust us more if we were more organized. Less unpredictable. We'd probably trust each other more, too.

But I still think we should have some kind of... laws, or at least guidelines, that we're operating off of. We have to have something that will stay consistent, when any of us could disappear any time.

The kedan don't really have an official government either. But if we had our own rules, if anything happened between kedan and foreigners, the kedan would know that we have something in place to deal with our side of it.

[What's this? Chaotic Good Tony Stark advocating for a true regulated system of accountability? Maybe he's finally learning the value of cooperation and rule of law!

...Or maybe he'll continue to think the laws are great when he's the one enforcing them, and continue to assume they don't apply to him when he finds them inconvenient. Only time will tell.]

Okay. [Tony shrugs.] I'm on board.

[He's not wildly enthusiastic about the idea, but it sounds worth a try. He'll have to see it in action before he decides if he likes it or not.]

Do you want all the foreigners to meet up and have a vote, or what?
