He waves for the camera, makes sure not to jostle the cup he has by his elbow. ] What I'm going to say is specifically meant for the foreigner population of Keeliai, but in the interest of transparency I'm bringing this up on the public network. There's no point in the suggestion at all if we do anything in secret. That said...

We need some sort of system. No, I'm not talking about government or laws or enforcement thereof, but any type of accountability we can agree to. With the current state of things, it's just not feasible for us to keep acting as individuals — whether or not we have anything aside from our status as non-natives in common, we are a group all on our own and I honestly believe we'd all benefit from having something put into place that would keep us from imploding and possibly taking innocents with us in the crossfire.

Now, at this point, all I really ask is that we discuss it. Ideas, suggestions, thoughts and feelings on the matter. Just to collate how we feel as a whole before maybe organizing a meeting in person to go over finer details. Even if you haven't been here long, or don't believe in the idea of a system, I would like to hear why so we can try to address any issues.

If nothing else, we'll all learn something from the exercise, right?

The fact that Keeliai is currently being occupied by a slightly-less-foreign than we are power, and not all of the foreigners are happy about it. Better to seem the united front instead of just assumed as one.

So you think the best way to unite us is to come up with a system of accountability...but not a governing body.

So here's the thing about that: one person with a job, sure, they can get it done. Two people, maybe a little slower because they need to communicate. Five people, things stop working so smoothly 'cos everyone's got an opinion.

We have...a whole lot of us here. Foreigners, I mean. Have you ever tried to get things done with the cooperation of a room full of people? It's as mad as a box of frogs. Everyone's got an opinion. It's a lot easier when someone's in charge, is all I'm saying.

Believe it or not, I have. It really depends on the people you have and the level of responsibility they feel to the task at hand. It might get loud and rowdy but that doesn't mean they aren't contributing, either. [ He gives a lopsided smile. ] Doesn't mean it's easy, either, no.

It's just not efficient when it's loud and rowdy. People all want to be heard, and sometimes they don't listen to anyone else when it gets that way.

I don't know what I'm trying to say here, really. This isn't my wheelhouse; I just enforce the laws back home, not decide what they are in the first place.

Hey, even if you're not sure, expression is the point here. I appreciate it. What will probably happen is that we find those who are most willing to sit down and discuss, no matter how radical their opinions are, and work from there first. See how acceptable our conclusions are to everyone else and if we need a different approach or just refinement or whatever.

It isn't a terrible idea. Sort of like a city council? Not quite a governing body, but still with some authority.

No, that's what I mean. Everyone has been very civil so far even when they disagree. Which is essentially the sort of attitude I'm looking for in the first place, so there is that.
