[Zelos will be honest -- he didn't really know what to think of the fanfiction at the Foreigner Festival when he first realised what it was, and he hasn't gone out of his way to find any more since. There's something about the idea of someone narrating his life that doesn't sit well with him.

But then. But then.

He gets his hands on these.

When the camera turns on, Keeliai gets treated to one of Zelos's smarmiest grins. He's holding a book -- or a paper document that does its best to pass for a book, anyway -- and he waves it at the screen.]


Hello there, all my beautiful hunnies! I have a special treat for everyone today. You know those stories people write about us? [He waves the papers some more.] I hit the jackpot! You'll never guess what I found.

[Some people can maybe guess.]

Hang on, I'm going to read out the best part. If anyone knows who 'Inaev Morenth' is, by the way, I'm happy to pay you to tell me. Okay, so here we go! This one's called The Hot Dust.

[And Zelos clears his throat, repositions the papers, and... proceeds to narrate what is unmistakeably, from the very first word, smut. Perhaps mercifully, people can turn off their consoles whenever they want.]

[Valdis appears more relaxed and content than usual, her hair is braided and pulled over one shoulder.]

Though it was some time ago, I appreciated your defense of me against the unfounded charges anonymously posted to the network and am pleased to say that I have spoken with Arbitrator Eliyen and have been reinstated as the KPD's Chief of Police.

The past few months have not been ideal, but I would like to thank Pepper, Gene and Kaliel for handling the KPD in my absence. It isn't an easy job and it was made even more difficult due to the atrocities committed by the Cultists. The KPD has several of these cultists in custody, but they are nothing more than pawns in a greater plan. I promise that we will find the masterminds and they will pay for their crimes.

[Now for the new things]

To better serve Keeliai, I will be doubling the number of officers in the coming months. In addition, we acquired four Kirin a few months ago for a mounted force, but need a single person to devote some time to their care. If anyone is interested in that position, please let me know.

[ Kylo Ren has been watching recent developments on Tu Vishan with growing unease. He had started out thinking Valdis an annoyance, then a danger, but with the new guild structure, the KPD's power is only being consolidated - and thus, her power. It's not a good development for an enemy of hers.

He might have been willing to let it rest, if he hadn't overheard a drugged-out-of-his-mind KPD member mention that he is on the watch list. It had been the last push to take action.

But what to do? It took more listening and more than a little bit of luck, but now Kylo is ready to send a message which will hopefully sow seeds of discontent – and isn’t that one of the strategies of the Dark Side? Not one he had bothered with before or is particularly skilled in… but before, he didn’t need to bother with subterfuge. ]


I have learned that Valdis of the KPD knew the water supply would be targeted. If you don’t believe me, ask the officers she used to aide her.

The KPD has been hunting the Cultists for months, but for all its powerful Foreigner detectives it has nothing to show.

I demand she explain why she did not prevent the attack when she knew it was coming. I demand she explain why she protects Cultists instead of our citizens. And I dare her to explain why she calls herself a protector, but carries a dangerous sword.

How can we be certain that the shapeshifter we put our trust in is who she claims to be?

All Foreigners have secrets, but I want to know if hers are dangerous to us before I can trust her again.

[This is so counter to everything Devin normally does, but there's no point in beating around the bush. Best to tell the truth and then let the chips fall where they may.]

It's not generally my custom to announce myself so formally, but it seems to be the norm around here, and I believe this will save me a great deal of time and energy. My name is Devin Parker, and I am a vampire. [He grins, revealing a slightly elongated set of canines to make his point.] If you're even remotely aware of any variety of my species, you're probably also aware that we need to consume blood to live. [There are stories about the essence-consuming ones, but none actually exist in his world.] Sadly, I'm no exception to this rule; however, I don't hurt people to get what I need, so you've no cause to worry that I'm going to jump out at you from a dark alleyway late at night. [The smirk turns a little wicked.] I can do that in daylight.

[He's joking. Probably.

Briefly, Devin's expression turns more serious.]


That said, I do still need what I need. Not often; and not in great quantities; and, if at all possible, not from the vein. Anyone willing to volunteer, I can provide further details.

[The vampire leans back in his chair, hands folded and smiling slyly again.]

[The feed flicks on. This is the first time Eliyen has shown her face - all of her contact with the Foreigners up until now has been via audio. She looks like what some would describe as a "tough old bird", or a martinet - someone who won't brook any nonsense.

And on that subject, she doesn't look particularly happy.]


This is Arbitrator Eliyen of the Guild of Justice and Arbitration.

There has been an increase in crime due to the recent Dust contamination. All crimes will be treated exactly the same as they would be without the influence of the Dust, both by Foreigners and kedan. Everyone would do well to look after each other.

We will not let an event such as this disrupt the city’s day-to-day life.

...though on that note, perhaps this occurred because your fractiousness was seen as a weakness. We cannot have any weak links in the chain of the city, because one vulnerability could harm us all.

Case in point.

Hello, to anyone who hasn't met me already, my name is Sonja.

So, it seems we all got pretty surprised this month with the unveiling of the new Guild structure.

I think it's a really good sign that the Kedan are going out of their way to give the Foreigners our own representation in city business, and I think this will really just make everything a lot more inviting to Kedan and Foreigners alike, having all the different functions be given a structure and leadership.

I'm a fan of formality.

But it also leaves us with a vacuum in the way we want the new Foreigner Guild to be organized.

In particular I want to ask the Welcome Center, and by extension Zatanna, if it wants to become an official component of the Foreigners Guild, since the most obvious function of the Guild will be what the welcome center already does.

The Midnight Hotel under Anton always claimed to be neutral, so unless Klaus significantly changed that philosophy I imagine that will continue to stay outside the purview of the guild. I'll assume the same of any other foreigner-run business unless someone volunteers otherwise.

And then I'd just like to ask everyone their thoughts on what the Foreigner's Guild should be, what functions it should serve. This is a big opportunity to really integrate ourselves into the city, and we shouldn't take it lightly.
